Biography
Katherine “Kat” Garvey began her career at the U.S. Environmental Protection Agency (EPA) Region VII, working in the National Agricultural Compliance Assistance Center and the Office of Pollution Prevention and Toxics. She is an ISO 14001 Environmental Management Systems Certified Lead Auditor and has developed and audited environmental management systems for military and large agricultural operations.
In 2006, Garvey transitioned to local government, serving as Environmental Coordinator for the City of Lee’s Summit, Missouri. There, she helped ensure compliance with permitting requirements for the city’s airport and landfill and contributed to the development of a solid waste management plan, stormwater plan, stream buffer ordinance, and natural resource inventory map.
Later, as an Assistant Professor of Law and Staff Attorney at the Land Use Clinic at Vermont Law School, Garvey worked closely with local governments, land trusts, and nonprofits across the Northeast to address legal questions related to land conservation. She holds a J.D. from the University of Missouri-Kansas City and an LL.M. from Vermont Law School.
