The Baltimore City Health Department (BCHD) seeks a Special Assistant to the Commissioner of Health. Under the supervision of, and reporting directly to the Commissioner, the Special Assistant occupies a critical role, providing high-priority executive and project management support to the Commissioner. Founded in 1793, BCHD is the oldest continuously operating health department in the country. With more than 1,000 employees and an annual budget of $130 million, BCHD aims to promote health and improve well-being through education, policy/advocacy, and direct service delivery. BCHD’s wide-ranging responsibilities include maternal and child health, youth wellness, school health, senior services, animal control, restaurant inspections, emergency preparedness, STI/HIV treatment, and acute and chronic disease prevention. The Special Assistant to the Commissioner supports various critical, agency-wide functions that are central to BCHD’s overarching mission. The Special Assistant will: Ensure that the Commissioner is prepared for any and all meetings/ speaking engagements by drafting memos, preparation materials, talking points, and speeches for the Commissioner. This includes closely coordinating with the Commissioner’s Executive Assistant, Public Information Officer, Legislative Affairs Director, Chief/Deputy Chief of Staff, and other agency staff as necessary and assigned. Staff the Commissioner at all meetings as assigned and perform tasks related to meetings such as: recording minutes, following up on subsequent action items, and attending meetings in the Commissioner’s absence and/or representing the Commissioner and the Health Department appropriately and effectively. Monitor and track tasks, deliverables, and deadlines for all items related to the Commissioner’s meetings and speaking engagements. Research, prioritize, and follow up on issues and concerns addressed to the Commissioner, including those of a sensitive or confidential nature. Evaluate, analyze, and report on key initiatives with specific attention to successes, challenges, and use of resources. Support, lead, and participate in departmental meetings and inter-agency projects and initiatives as assigned. Work independently as part of the executive team on special non-recurring and on-going projects. Prioritize conflicting needs; handle matters expeditiously and proactively; and follow through on projects to successful completion, often with deadline pressure. Maintain enthusiasm and initiative while working long hours, including evenings, nights, and weekends (as needed) in order to complete the duties as outlined above, and any other special projects and requests that may arise. Execute all other duties as assigned. Qualifications Excellent spoken and written English. Master’s degree in public health, public policy, public administration, or a related field preferred; and/or Bachelor’s and 2-3 years of work experience in consulting, policy, or related fields. Microsoft Office Suite proficiency. High level of professionalism, courtesy, tact, and diplomacy. Strong interpersonal skills, attention to detail, and ability to respond to urgent situations with limited guidance. Ability to excel in time-pressured and high energy environments. Ability to maintain confidentiality is essential. All responsibilities must be handled with required discretion and sensitivity. Skills Must be passionate about social justice and committed to public service. Must demonstrate excellence in the following necessary competencies: project management, writing ability, organizational/time management skills, planning, and policy development. Must be able to meet tight deadlines, independently prioritize multiple projects/requests, and manage several tasks and projects from all stages. Must be able to work closely with and be available to the Commissioner, as needed, and anticipate her needs and requirements. YALE LAW SCHOOL LUDWIG CLINICAL FELLOWSHIP Community and Economic Development Clinic Yale Law School seeks applications for a Ludwig Clinical Fellow to begin on July 1, 2017. The Fellowship is designed for a lawyer with a minimum of four years of relevant practice experience who is interested in preparing for a career in law school clinical teaching. The Fellow will work with the Ludwig Community and Economic Development Clinic (CED). The Ludwig Center for Community & Economic Development (CED) provides transactional legal services to clients seeking to promote economic opportunity and mobility. CED’s clients include affordable housing developers, community development financial institutions, farms and farmer’s markets, fair housing advocates, and neighborhood associations. CED’s legal services help our clients to expand access to financial services, bring arts institutions and grocery stores to chronically under-resourced communities, break down barriers to affordable housing development in high-opportunity communities, promote access to healthy foods, and facilitate entrepreneurship among low-income people. On behalf of our clients, our students negotiate and draft contracts; provide advice on the tax consequences of deal structures and entity choices; structure and carry out real estate transactions; represent borrowers and lenders in financings; engage in legislative and regulatory advocacy; form for-profit and not-for-profit entities; and resolve land use and environmental issues. In addition to representing clients, students in their first semester of the clinic take a seminar which covers federal, state and local policies affecting urban and suburban places; substantive law in tax, real estate development, and corporate governance; and transactional and regulatory lawyering skills, such as negotiation and drafting contracts. The Fellow’s responsibilities include representing clients, supervising students, assisting in teaching classes, and pursuing a scholarship agenda. The Fellow may be asked to co-teach a section of a half-semester research and writing program for first-year students. Candidates must be prepared to apply for admission to the Connecticut bar. (Candidates may qualify for admission without examination.) The Fellow will be supervised by the clinical faculty. The Jerome N. VLS / Admissions / Tuition & Financial Aid / Fellowships / ENVIRONMENTAL AND NATURAL RESOURCES LAW CLINIC TOXICS FELLOWSHIP FELLOWSHIP DESCRIPTION The Environmental and Natural Resources Law Clinic (ENRLC) is pleased to invite eligible candidates to apply for a two-year Clinic Fellow position from June 1, 2017 through May 31, 2019. The fellowship combines the opportunity to obtain an LLM degree in Environmental Law from one of the leading environmental law programs in the nation with the opportunity to work with experienced environmental practitioners and students in a clinical setting focused on public interest work. The fellowship includes a full tuition waiver and a stipend of approximately $35,000 to cover living expenses. In addition to pursuing the LLM degree, the Clinic Fellow is expected to work part-time (at least 20 hours per week) in the ENRLC. The Fellow will take a lead role in managing a project designed to provide assistance to communities faced with toxic pollution problems throughout northern New England. This project, the Partnership for Justice, is a joint effort between the ENRLC and Toxics Action Center, a non-profit organization that assists community groups throughout northern New England with organization, outreach, media, and strategy development. The ENRLC's primary role is to engage in comprehensive legal analysis, provide sound legal advice to community groups, and help them navigate the regulatory processes applicable to their situation. In appropriate instances, the Fellow may also lay the groundwork for litigation, although this fellowship is not necessarily a litigation-oriented position. The Clinic Fellow will work closely with the ENRLC Director and other clinic faculty and staff to represent clients and supervise student clinicians. The Fellow's responsibilities will include, but are not limited to: Working with and supervising student clinicians to provide legal assistance to help community groups in northern New England, including analyzing the maze of federal and state environmental laws, regulations, and administrative processes that apply to proposed industrial projects, contaminated site cleanups, and other pollution-related projects; Communicating with Toxics Action Center and community groups to provide legal counseling and advice in person or through other means, including at night and on weekends; Managing the partnership between ENRLC and Toxics Action Center, including taking a lead role in administrative, contracting, and grant funding reporting duties; Working with the ENRLC Director to support and promote the project, including planning for future funding for the project; Working with Toxics Action Center to identify local counsel for community groups when necessary and to expand the list of experts, scientists, engineers and attorneys who will provide their services to community groups for free or at a reduced rate in the region; Supporting a referral system by which individuals and groups who contact the ENRLC for legal assistance in addressing toxic pollution in New England are referred to Toxics Action Center for community organizing assistance; and Participating in the day-to-day life of the ENRLC, including weekly staff meetings, seminars, and strategy sessions. The Fellow may also choose to participate in a teaching practicum for academic credit in which s/he assists Clinic faculty in teaching student clinicians. The teaching practicum offers opportunities to teach in both a traditional classroom setting for the clinic's weekly seminar class and in a clinical role as a supervising attorney to help guide and mentor students in their work on clinic cases and projects. Students enrolled in the clinic engage in direct client representation and policy advocacy. The fellowship is designed to provide leadership development, experience collaborating on an interprofessional team, clinical teaching training, and career growth for public interest leaders. Loyola’s ChildLaw program is offering this two-year Fellowship, to commence in July of 2017. The Fellowship will provide a unique opportunity for a recent law school graduate to gain experience in both clinical law teaching and litigation in the field of child law. The Clinical Fellow will work closely with the ChildLaw Clinic Faculty, assisting in the representation of clients, the supervision of students, and the development of course curriculum. The Salisbury Fellow will share responsibility with the Clinic Director and Associate Director for the ChildLaw Clinic. The Clinic affords representation to child clients, primarily in the areas of child protection and child custody. The Fellow will assist with the supervision of law students in their representation of clinic clients. The Fellow will be expected to assist with all levels of client representation, including pre-trial, trial and appellate proceedings. The Fellow will also participate in the development of the course curriculum and the teaching of a weekly seminar, focused on ethical and substantive issues arising in the representation of child clients, skills training, and the discussion of current clinic cases. This agreement provides for the deputization of Stanford Deputies as sworn peace officers, having full law enforcement powers to make arrest and enforce state laws and county ordinances pursuant to section 830.6 of the California Penal Code. Upon deputization, the incumbent will enter the Field Training program as a probationary Deputy Sheriff. At the academy, the Deputy Sheriff Cadet will receive basic training that complies with the standards set by the California Commission of Peace Officer Standards and Training (P.O.S.T). The basic training program includes approximately 920 hours of academic classes, hands-on training and physical conditioning. Knowledge-based training includes, but is not limited to: Criminal Law, Patrol Procedures, Cultural Diversity, Investigative Procedures, Report Writing, Defensive Tactics, Firearms, Leadership, Ethics, Community Policing, Police Vehicle Operations, Traffic Enforcement, Accident Investigation, Handling Emotional Situations and First Aid/CPR. Hands-on training includes, but not limited to: weapons training, role playing scenarios, patrol procedures, emergency vehicle operations, and arrest and control techniques. Recruits are required to complete 80 hours of instruction in defensive tactics which includes ground control, baton training, control holds and take downs. The physical conditioning program consists of specific performance tests and a program of physical training. The training includes running (distance and speed), push-ups, sit-ups, weight training and calisthenics. During the course of their work, the Deputy Sheriff Cadet will be exposed to potentially dangerous and adverse conditions. The Deputy Sheriff Cadet must be willing and able to work in emergency situations, confined spaces, and intense life-threatening conditions. Cadets will be exposed to persons whose actions may place them in harms way. Cadets will be exposed to bodily fluids, fumes, moving objects, and noise. STATE OF MINNESOTA SUPREME COURT TO APPLICANTS SEEKING A POSITION AS A LAW CLERK WITH THE MINNESOTA SUPREME COURT FOR THE 2018-2019 TERM SUPREME COURT The Minnesota Supreme Court is the highest court of the State of Minnesota and consists of seven justices. It has discretionary review of cases from the Minnesota Court of Appeals. It has direct appellate jurisdiction over cases involving first-degree murder convictions, as well as cases from the Tax Court and Workers’ Compensation Court of Appeals. It has original jurisdiction over attorney-discipline matters and certain election cases. The court sits at the Minnesota Judicial Center in St. Paul, Minnesota. Oral arguments are regularly scheduled during the first two weeks of every month from September through June. The court will hire law clerks for one year, which generally extends from August 1 to July 31 of the following year. Approximately 11 clerkships will be offered for the August 2018 through July 2019 term. With the exception of the Chief Justice, who has two law clerks, each justice has one law clerk and a law clerk that he or she “shares” with another member of the court. The three “shared clerks” regularly work on cases with two of the justices throughout the year. SUPREME COURT LAW CLERK DUTIES: Candidates apply to the court as a whole. Interviews take place with the entire court and justices select law clerks in order of seniority. Successful candidates accept a position with a particular justice or justices, but they also serve the court as a whole. During months when the court is in session, a law clerk is typically assigned one or two cases, and the clerk is expected to prepare a bench memorandum in the assigned case(s) that is distributed to the entire court in advance of oral argument. Law clerks will attend oral arguments in their assigned case(s) and, often, in other cases of interest or importance. Law clerks also serve as court marshals for hearings. After the case is heard and the justices determine how to resolve the case in conference, law clerks work closely with their justice on the preparation of an opinion. Law clerks also perform cite checks on the court’s opinions and orders throughout the year. Depending on the justice, clerks may also be given additional assignments during the clerkship. Job Description: AUSAs in the Civil Division are responsible for representing the federal government and its agencies and employees in civil litigation in the District. In addition to general civil litigation duties as assigned, the incumbent’s practice will focus on land cases, including working with the DOJ Lands Acquisition Section to acquire real estate by direct condemnation for public uses (such as national parks and military bases); prosecuting civil actions against responsible parties to recover fire suppression costs and other damages caused by fires involving federal lands; and protecting federal agencies’ interests in lands, including liens secured by real property located in the District. These cases often present complex legal and factual questions and require the incumbent to work closely with federal agencies and experts to perform complex cost and environmental damage assessments and resolve property valuation issues. AUSAs in the Civil Division are active at both the trial and appellate levels, taking depositions, preparing and answering interrogatories, negotiating for settlement, engaging in motions practice, trying cases, and writing and arguing appeals. Qualifications: Required qualifications: Applicants must possess a J.D. degree, be an active member of the bar (any jurisdiction), and have at least 3 years post-J.D. experience. CLINICAL FELLOW FOR BRONFEIN FAMILY LAW CLINIC The University of Baltimore School of Law invites applications for a Fellowship in its Family Law Clinic to start on or around December 1, 2016. This public interest fellowship program offers practicing attorneys exposure to law school clinical teaching. The Family Law Clinic represents low-income individuals and organizations in domestic violence and family law litigation, legislative advocacy, legal reform and community education. The Clinic handles a wide variety of cases, which include civil protection order, divorce, custody, support, adoption, paternity, Special Immigrant Juvenile Cases and name changes. The Family Law Clinic is dedicated to serving low income clients residing in Baltimore City, and places a special focus on persons subjected to abuse and the LGBTQ community. In the clinic, law students are licensed to practice law under the supervision of faculty and serve as first-chair lawyers on their clients' matters and on community-based projects. The Fellow’s duties include direct supervision of clinic students’ client, case, legislative advocacy and community education work, co-teaching a weekly clinic seminar, and engaging in course planning and preparation with the other faculty members in the Family Law Clinic. Fellows also have the opportunity to pursue other professional goals, including scholarship, during the Fellowship. Fellows are responsible for case coverage during school vacations. The International Unit of the Asset Forfeiture and Money Laundering Section (hereinafter “IU”) litigates complex asset forfeiture cases involving transnational corruption and related crimes and provides support on international asset forfeiture to each of the 93 United States Attorneys’ offices and the component agencies. The IU also conducts case consultations with foreign law enforcement to provide assistance in enforcing foreign court orders and resolving problems in transnational forfeiture and money laundering cases, represents the United States in international forums to develop strong international standards for forfeiture and combating money laundering and terrorist financing, and provides technical assistance and legislative drafting to support effective implementation of such standards. The current positions are primarily in furtherance of President Obama’s publicly identified anti-corruption initiatives against large-scale, foreign official corruption (also called Kleptocracy) and in fulfillment of the new Kleptocracy Asset Recovery Initiative announced by AG Holder in July 2010 to make combating corruption a top priority and to focus on recovering proceeds from large-scale foreign official corruption where the assets are in the U.S. or used the U.S. financial system. Targeting and recovering kleptocracy proceeds is consistent with U.S. treaty obligations, including the UN Convention Against Corruption, the U.S. Department of Justice Strategic Plan, and the 2008-2012 national Asset Forfeiture Strategic Plan. Job Description: These are litigating positions. The successful candidate’s responsibilities will include: Conducting federal criminal investigations into money laundering and other crimes related to foreign official corruption, including complex embezzlement and bribery schemes and related financial investigations, typically involving international financial transactions using nominees and shell corporations. Preparing indictments and handling criminal trials where permitted in light of immunity and extradition issues. Instituting complex, sensitive, and high profile civil forfeiture actions to target and recover proceeds of high level foreign corruption typically involving multifaceted financial transactions utilizing shell companies and nominees. Utilizing legal authorities for executing foreign corruption related requests to enforce restraining or forfeiture orders under 28 U.S.C. § 2467. Professional law clerk positions are available in the New Jersey Judiciary for individuals with strong communication and analytical skills. Supreme Court law clerks work with justices on complex cases involving difficult issues of law. Appellate Division law clerks conduct research, analyze legal data, prepare legal memoranda, process emergent motion applications, and proofread published opinions. Law clerks for assignment judges learn all aspects of court administration and assist with processing emergent motions. Trial court law clerks gain practical experience while gaining valuable insight into the judicial process. Under the direction of one or more judges over the course of the year, trial court law clerks observe judicial proceedings, attend conferences with attorneys and judges, receive training in mediation and mediate small claims cases and summarize information for judges. Tax Court law clerks perform duties similar to those assigned to law clerks in the Appellate Division and trial courts, but do not mediate cases. NOTE: Law clerks may hold outside employment with prior approval as provided in the Code of Conduct for Judiciary Employees. The Code is available online at http://www.judiciary.state.nj.us/rules/appemploy.htm. REQUIREMENTS EDUCATION: Law clerks must have graduated from a law school approved by the American Bar Association by the time of their law clerk appointment. The Judiciary’s law clerkship program is intended for recent law school graduates who have not yet engaged in the practice of law. Selected candidates will be required to provide an official, final law school transcript, not a photocopy, which includes the date of graduation from their law school at the time of hire. Excellent writing and analytical skills are essential. MEDIATION TRAINING: It is helpful to have completed a course in mediation prior to the start of the clerkship. Under Court Rule, all trial court law clerks who will serve as mediators must first complete the Judiciary sponsored 12-hour mediation training or its equivalent. Applicants selected for clerkships can request a waiver from attending the Judiciary’s training program at the start of the court term by providing documentation that confirms that they successfully completed an approved alternative dispute resolution course. DRIVER’S LICENSE: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position. SPECIAL NOTE: Individuals selected for clerkships must agree to a thorough background check, which will include fingerprinting. All data received will be kept in the strictest confidence except to inform the individual of the findings and what action will be taken as a result of this information. AUTHORIZATION TO WORK: US citizenship is not required.
